Once an early leader in promoting clean energy, Pennsylvania is falling behind its neighbors in clean energy deployment and addressing climate change. 2018 was a big year for clean energy wins in the Keystone State, such as the passage of C-PACE, stronger energy efficiency building codes, and legislation promoting in-state solar.
